The Health Affairs Committee of the University of South Carolina Board of Trustees met on Thursday, October 19, 2000, at 1:36 p.m. in Ballroom C of the Russell House.

Members present were: Mr. A. C. Fennell, III; Mr. Samuel R. Foster, II; Mr. Robert N. McLellan, via telephone; Mr. J. DuPre Miller; Mr. John C. von Lehe, Jr.; Mr. Othniel H. Wienges, Jr.; Mr. Mack I. Whittle, Jr., Board Chairman; and Mr. Herbert C. Adams, Board Vice Chairman. Mr. Arthur S. Bahnmuller was absent. Other Trustees present were: Mr. James Bradley; Mr. Alexander English; Mrs. Helen C. Harvey; Mr. William C. Hubbard; Mr. Toney J. Lister; Mr. Miles Loadholt; Mr. Michael J. Mungo; and Mr. M. Wayne Staton, via telephone.

Others present were: President John M. Palms; Secretary Thomas L. Stepp; Vice President for Academic Affairs and Provost Jerome D. Odom; Vice President for Human Resources Jane M. Jameson; Vice President for Student and Alumni Services Dennis A. Pruitt; General Counsel Walter (Terry) H. Parham; USC Aiken Interim Chancellor Thomas L. Hallman; Executive Vice Provost for Regional Campuses and Continuing Education Chris P. Plyler; Director of Internal Audit Alton McCoy; and representative from Media Relations Jason Snyder. It was noted that there were no members of the media present.

Senior member J. DuPre Miller called the meeting to order and invited the Secretary to read aloud the membership of the Committee as constituted by the Executive Committee earlier in the day. Mr. Miller stated that the agenda had been posted and the press had been notified as required by the Freedom of Information Act; the agenda had been mailed to the entire Board of Trustees; and a quorum of the Committee was present.

Election of a Chairman: Mr. Miller opened the floor to nominations. Mr. Fennell nominated Mr. Foster and Mr. von Lehe seconded the nomination. Hearing no other nominations, Mr. Miller declared that the nominations were closed and called for a vote on the election of Mr. Foster as Chairman by acclamation. Mr. von Lehe seconded the motion. The vote was taken, and the motion carried.

There were no other matters to come before the Committee, and Mr. Miller declared the meeting adjourned at 1:38 p.m.
