The Intercollegiate Activities Committee of the University of South Carolina Board of Trustees met on Friday, November 14, 2003, at 3:50 p.m. in the Carolina Plaza Board Room.

Members present were: Mr. Samuel R. Foster, II, Chairman; Mr. Arthur S. Bahnmuller; Mr. Toney J. Lister; Mr. Miles Loadholt; Mr. Michael J. Mungo; Mr. M. Wayne Staton; Mr. Othniel H. Wienges, Jr.; Mr. Mack I. Whittle, Jr., Board Chairman; and Mr. Herbert C. Adams, Board Vice Chairman. Other Trustees present were: Mr. Mark W. Buyck, Jr.; Mrs. Helen C. Harvey; Mr. William C. Hubbard; Mr. James A. Shuford, III; and Mr. Eugene P. Warr, Jr.

Others present were: President Andrew A. Sorensen; Secretary Thomas L. Stepp; Executive Vice President for Academic Affairs and Provost Jerome D. Odom; Vice President and Chief Financial Officer Richard W. Kelly; Vice President for Information Technology and Chief Information Officer William F. Hogue; Vice President for University Advancement Hudson T.W. Akin; Vice President for Human Resources Jane M. Jameson; Vice President for Student Affairs Dennis A. Pruitt; Vice Provost and Executive Dean for Regional Campuses and Continuing Education Chris P. Plyler; Legal Counsel Walter (Terry) H. Parham; Director of Athletics Michael B. McGee; Professor in the School of Library and Information Science, College of Mass Communications and Information Studies, and Chair of the University Athletics Advisory Committee Robert V. Williams; Associate Dean for Research, Arnold School of Public Health, and NCAA/SEC Representative Russell R. Pate; University Legislative Liaison John Gregory; Public Information Officer, Office of Media Relations, Karen Petit; and a member of the media.

Chairman Foster called the meeting to order and invited those present to introduce themselves. Ms. Petit introduced a member of the media who was in attendance.

Chairman Foster stated that notice of the meeting had been posted and the press notified as required by the Freedom of Information Act; the agenda and supporting materials had been circulated to members of the Committee; and a quorum was present to conduct business.

Chairman Foster directed the Committee's attention to the agenda and called on Dr. McGee.

  1. Athletics Director's Report: Dr. McGee distributed a one-page flyer which had been created when the arena was renamed the "Colonial Center" in October. He was very pleased that Colonial Life and Accident Insurance Company had signed a 12-year naming rights contract with the University; large naming opportunities were not readily negotiated in the current marketplace. Dr. McGee listed several "to date" Colonial Center statistics since opening in November 2002: (1) number of events had exceeded 140; (2) number of events' attendees had exceeded 600,000; (3) total sales tax created was approaching $640,000; and, (4) total salaries were well over $1 million.

    Dr. McGee referenced the upcoming football game with the University of Florida which was scheduled for the next day. It was a pivotal match for the Gamecocks because the team had won five games in a conference which had 8 bowl tie-ins; 4 of the teams had been, for the most part, eliminated. The conference was seeking an 8th team and "we dearly hope that we are that 8th team."

    During halftime and in conjunction with the various branches of military service, there will be a tribute to the armed forces. Dr. McGee explained that it was traditional to honor one person or a group of individuals. At this game, 12 servicemen from South Carolina who had died in the line of duty will be honored; families of the fallen soldiers had been invited to attend. One of the largest flags in the country will be unfurled at the halftime ceremony which will include a 21-gun salute with F-16's flying over the field and the playing of Taps. A picture of each service member will be displayed and the singing of "God Bless America" will conclude this special tribute.

    Men and women's basketball practice was underway; a closed scrimmage game had been played in Charlotte. During the previous evening, the Men's Basketball Team had participated in an exhibition game in the Colonial Center. Fans had been able to watch a team with "a lot of energy, good quickness, good defense, some new faces, and different talent than last year's team." During the November 21, 2003, Navy game, the one-year anniversary of the arena opening would be celebrated.

    In the area of Olympic sports, the University will host the volleyball tournament during the following weekend. Dr. McGee remarked that Southeastern Conference volleyball had improved considerably in recent years.

    Referencing the athletes' academic performance, Dr. McGee noted that at the midterm point of the current semester, "academics are ahead of where we were one year ago."

    And, Dr. McGee commented that while men's basketball ticket sales were slightly lower this year; women's basketball was "holding its own."

    Mr. Mungo voiced his concern about police officers wearing exposed weapons which others could easily grab and use on the football field following a game.
    He suggested that they conceal any weaponry in shoulder holsters. If someone was hurt or killed, the University risked the possibility of enduring an unfavorable public record account. Mr. Mungo asked President Sorensen to consider recommending "that no openly armed officers will be allowed inside stadiums."

    In response, President Sorensen promised Mr. Mungo that he would talk with Dr. McGee about this matter and return with a recommendation at the next meeting.

  2. Adjournment: There were no other matters to come before the Committee, and Chairman Foster declared the meeting adjourned at 4:10 p.m.
